【摘要】:Lowresistancebetweentherailsandearthcouldresultinlargemagnitudesofstrayearthcurrentswiththeattendantcorrosiondamagetoundergroundmetallicstructures.Thesemeasurementsareofalowvoltagetypeandarenotdesignedtoevaluatethehighvoltagedielectriccharacteristicsoftherailinsulatingelements.Sectionsoftrackwithrail-to-earthresistanceslessthanacceptableminimumsmustbetestedingreaterdetailtodeterminethereason(s)forthiscondition.Determinationofthereason(s)foranylowrail-to-earthresistancemayrequiretheuseofspecialtestingtechniquesorspecialinstruments,orboth,beyondthescopeofthispractice.Theelectricaltestscallfortheuseofelectricmetersthathavevaryingcharacteristicsdependingoncost,manufacture,andgenerictype.Itisassumedthatanypersonemployingthetestprocedurescontainedhereinwillknowhowtodetermineandapplypropercorrectionfactorsandthattheywillhavesufficientknowledgetoensurereasonableaccuracyinthedataobtained.Thispracticedoesnotencompassallpossiblefieldconditionstoobtainrail-to-earthresistancecharacteristics.Nogeneralsetoftestprocedureswillbeapplicabletoallsituations.1.1Thispracticecoverstheproceduresnecessarytofollowformeasuringresistance-to-earthoftherunningrailswhichareusedastheconductorsforreturningthetrainoperatingcurrenttothesubstationinelectricmasstransitsystems.1.2ThevaluesstatedinSIunitsaretoberegardedasthestandard.Thevaluesgiveninparenthesesareforinformationonly.1.3Thisstandarddoesnotpurporttoaddressallofthesafetyconcerns,ifany,associatedwithitsuse.Itistheresponsibilityoftheuserofthisstandardtoestablishappropriatesafetyandhealthpracticesanddeterminetheapplicabilityofregulatorylimitationspriortouse.
